Dar Bottarolo Trastevere

Trastevere has become heavily tourist-facing over the past decade, but Dar Bottarolo retains enough neighborhood character to be worth including in an honest list. The Roman classics - cacio e pepe, carbonara, tonnarelli all'amatriciana - are competently executed, the terrace is pleasant for summer dining, and the bill doesn't punish you for having sat down. In Rome's most visited district, that's a reasonable baseline.
